Geotechnical & Earthwork Support Services

We combine the professional geotechnical expertise of our geologsit staff with a strong background in construction and materials testing to provide geotechnical project support throughout the construction phase. Services Include:

CESCL Inspection & Consultation Services

Element provides third-party CESCL inspection and filing services that assist our clients and their contractors manage and implement stormwater control BMPs at construction sites across northwest Washington. All projects that disturb 1-acre or more require weekly monitoring and monthly discharge reporting by a designated CESCL inspector. We consult on meeting site management goals and fulfill reporting requirements of the Construction Stormwater General Permit and Department of Ecology so that construction work can continue smoothly. Our collaborative and insightful approach to CESCL inspections leads us to form trustworthy relationships with contractors and developers. We perform:


  • Weekly site visits and record-keeping
  • Weekly or daily discharge water quality monitoring (if required)
  • Monthly submittal of Discharge Monitoring Reports (DMRs)
  • BMP selection & maintenance recommendations
  • Stormwater Pollution Prevention Plan (SWPPP) field updates
  • Guidance navigating stormwater control compliance in construction

Construction Inspector / Documentation Services

We work directly with the engineers of our parent company, Pacific Surveying & Engineering, Inc. (PSE), to provide third-party construction inspector services. PSE’s Civil Engineers have decades of experience providing engineer review / documentation and consultation support for construction projects. In concert with PSE, Element offers on-the-ground daily reporting and direct oversight of construction activities for projects requiring documentation. Services Include:



  • Preparation of Inspector Daily Reports (IDR’s)
  • Observe and Document TESC Implementation
  • Verification of Materials Delivered for Acceptance
  • Tracking and Documentation of Material Quantities

Flooding along the Nooksack River has caused significant damage throughout Whatcom County during a record-setting rain event during mid-November, 2021. As a cold front leaves us with clear skies, water continues to funnel from the mountains into our large rivers and flood several lowland communities. This event highlights the power of our river systems, and shows the importance of monitoring, mapping, and modeling our drainages so that we can predict and prepare for similar events in the future.
